Going back to the main menu and hitting continue should cause the clock tower to spawn. At 30 FPS the clock tower fails to load and Raiden is stuck in the air. The clock tower not loading is also caused by the frame rate. I would imagine that the game will actually run at a much faster speed. This is probably also why we are not able to get to 120 FPS. This may also explain why the game feels a bit slower to me at 30 FPS compared to 60 FPS. I did a little bit more testing and I found out that the game actually runs at about half speed if you play the game at 15 FPS. Here is a video showing the final boss fight at 60 FPS and 30 FPS. Animations for quick time evens move too fast at 30 FPS, so I would think that they move really slow at 120 FPS. I haven't tested anything over 60 FPS, but I would imagine that a similar thing will happen. The boss will literally hit you before you have a chance to defend yourself. The final boss' final set of quick time events are impossible to pull off at 30 FPS. Metal Gear Rising is locked at 60 FPS because the quick time events seem to be hard coded for that framerate.
